Okay, I am trying to say that every 2-4 out of 1000 people in the U.S is college...

...educated. but want to word..? it differently.

I am thinking of saying

Up to every 4 out of 1000 people in the U.S is college educated.

Are both statements saying the same thing?
Thank you! Never said that this was accurate information. This was just an example of a point I want to make. I just threw in any numbers
 
In the United States approximately three out of every 1000 citizens have a college education.

Where'd you get your information? Sounds inaccurate.
