ok so i know a little html, whats the first step to making a website?

do i have to pay a server to host it? can i host it on my own computer if i keep it on all the time? do i need windows xp server OS? what do i have to do before i can see it pop up on a google search?
somebody told me about some ruby program i should look into, but i cant find it on google, its supposed to generate html code
 
well you can buy your own server or pay a host, whatever you want to do. but if you buy your own server it will cost more money probably, and you might have more work to do
