ok if you have a step daughter and you have full custody is it okay to discipline her?

i have a six year old stepdaughter in which her father and i have full custody of her (biological mother lost her in a child protective service case) and i discipline her when she does wrong but the mother feels like i shouldn't am i wrong or is she
