An oil breather cap is to let crankcase pressure created by moving pistons release so you don't have positive pressure in your crank case. if you don't let that pressure escape you will end up blowing seals and gaskets. It is usually connected to a vacuum hose so the atomized oil that comes out of your crankcase through the breather can be burned.
