since your 18 u can already get your licence. but i live in texas so it might be different here.
 
sign up for drivers ed class and attend the required hours for completing the course. they should help you out there with what exactly is required of you
 
if ur 18 u dont need drivers ed. i didnt drive til i was 20 so my bf jus taught me and i took both tests and got my license. i never got the learners permit or drivers ed.
 
find a job, go to college, find a house or dwelling, or if your set for all those learn a new valuable skill
