Exactly, security and other personnel where in place already. You didn't have to send C5's full of people and equipment there everytime he went for a trip. You didn't have to pay for them to stay in hotels, rent vehicles, pay per-diem, etc. Sending and housing a 100-200 person team weeks in advance to support a Pres vacation is more expensive than having people already in place.
