Yes it really is as simple as going to a dealer or salvage yard and buying (heck you can even go on line to ebay) a new speedo/odo unit and bolting it up.
Is it legal is another story. In most states the owner is suppossed to keep a track of the mileage of the vehicle and then when the vehicle is sold if the actual mileage and the odo do not match, check off the little box so the new owner/buyer knows that something is amis. But I guarantee that 99% of sellers don't do it, whether out of ignorance of the law or greed-a used vehicle with less miles is worth more.
If wear and tear look excessive for the shown miles, ask the seller why is this bike so beat up? See what they say. If they give you a fishy story and the bike looks trashed-walk away and shop elsewhere for a better deal
