Oblivion gameplay: Does having a high alchemy skill increases odds of picking up

ingredients from plants? I've been playing oblivion for a few days now, and I'm trying to figure out if I have a better chance of successfully harvesting ingredients with a higher alchemy skill. Anybody know?
