Not sure, but the X-37b sure did. Unmanned flight is where things are heading in exploration.

As for the Falcon 9 I use that as an example because I think government intervention in space has gone about as far as it can. The government created the market, and now it's time for the private sector to take over.

LEO should be handed over to the private sector. Further studying the moon via probe, eventually colonizing it, and then making it to mars will have to be world efforts.

Sadly there's too many stupid people toiling in worthless conflict.
