Russia is not a fool. They know the missles will be pointed at them. It was all a scam by Cheney and the Military contractors anyway.

Our allies are fully capable of building such a system themselves. The proposed system was a waste of money that would have just been another provocation.

He does not want to piss-off his own party even more, but he's managing to do it. They hate his withdrawal time-table from Iraq, because it is the same as the one the Bush administration negotiated with Iraq, and now he's pissing-off democrats who care about our national security.
I do agree with the other answers here though, he was doing it to get cooperation with the Russians over the Iran issue. It is just wierd that he attempted to do something so large in secret.

The justification for the European missile defense shield has been the Iran nuclear threat. Obama and Clinton have said if the Russian wants to stop the missile shield then help eliminate the threat by doing more to keep Iran from developing a nuclear weapon.
This is a perfectly reasonable argument, they are calling the Russians bluff.
