That would be in BP's best interest. Their liability is not capped if they were negligent, and pretty much thats what all the congressional hearings are about proving. They set this up, and a 3rd party administers it, they will be somewhat insulated from claims and what not.

What they say, and what they do is completely different things.

The President can pressure them to do the right thing through his authoritarian position; But legally BP could say take us to court and let them decide how much we owe.
 
You're probably right, they will lose less money this route. The real costs as established through the courts would probably be double or triple.
 
I'm hoping for Hillary to run in the primary, and Barack doesn't even make the ticket. Except for the blacks through out america, who will write in his name.
