I live in NYS. My friend has a car which is registered is his mom's name and the guy he "bought" it from still has the title. He wants to trade it in and the guy who holds the title says it's ok but his mom (in whose name it's registered) says no it's not ok. Can he legally trade it in without the permission of the registered owner?
