NYC Lincoln Tunnel collapse aftermath?

Hey, I was just wondering what would happen if the Lincoln tunnel in NYC were to collapse. For the purpose of my question, any emergency procedure in place is null and void. Is there any situation where the tunnel might fill with water, and overflow into Manhattan and New Jersey? I'm not great with physics. Also, how difficult would it be for said tunnel to be destroyed? Anyone have any ideas?

(P.S. this is for a disaster / apocalypse project I am working on, thanks in advance)
 
The tunnel could fill with water, but NOT over flow into NY/NJ. The water can go no higher than the level of the water surrounding it. The approaches to the tunnel (partly on the land masses) would also flood, but only to the level of the Hudson nearby.
