If I change my nuraber do I need to get my phone flashed again?

No you just need to program your nuraber into the phone either over the air using *228 or manually programming it through the phone.

Depending on your phone model, some phones lose some of the settings when dialing *228. youmay have to reflash your phone if certain features fail to function. i have seen this before on some models.

Manually program your phone or try the *228 at your own risk!

Not true, on Moto phones you can do all the *228's you want and things will still work, same goes for most LG and samsung phones.
