Not wearing seatbelt in a UK driving test?

This happened a few years ago but I have always wondered, The first time I took my driving test I got in the Car and as my mind was so busy remembering how to drive away properly having to do everything correctly, I forgot to put my seatbelt on and I didn't notice untill about 20 seconds after the car had pulled away, The test instructer did not seem to notice so I did not put my seatbelt on for the remainder of the test because obviously then he would notice that I was not wearing one and fail me, I ended up failing anyway on the 3 point turn. I was just wondering would it have been an automatic fail if I had of put my seatbelt on a few seconds after I had drove away during my test as its not really a driving fault? And wasn't putting anyone in danger except for myself. Another reason I was thinking the instructer maybe failed me on something silly after he noticed I was not wearing my seatbelt but didn't want to say it was due to the seatbelt incase it got him in trouble for not noticing at first.
 
Well you already failed anyway, so why add insult to injury? Since he didn't say anything then I am thinking it's either that or he totally forgot that you were suppose to wear your seat belt. I don't know about the UK but in most US states wearing your seat belt is the law and so you have to wear it. I do know that answering a cell phone/mobile is also an automatic failure as well, at least in NV.
