Not Happy With Ebay/PayPal, How Do I Complain?

I ordered an Xbox game off of Ebay, it was put in the wrong case and was scratched to bits and didn't play. The case was all battered and the inlay had gotten wet at some point or had something spilt on it.

I contacted the seller to say I am not happy with this and would like a refund. She blamed her brother for sending the game like that and said she would get back to me about a refund, that was the last I heard and my messages went ignored. I decided that I would claim through PayPal as that is how I paid the £10.50 for it.

PayPal looked into it and then said I have to return the game to the seller and then submit the tracking info to them so they can check the item was returned. I asked at the Post Office what the tracking number is and she circled it on my receipt for me. This is the number I submitted to PayPal.

I then get an email from PayPal telling me that my case is now closed because I submitted "an invalid tracking number" which is very unfair because I put the number in exactly how it was printed on my receipt, which luckily I kept as proof of postage.

I emailed PayPal saying I wasn't happy with this and that I would send the receipt to them recorded delivery so they could see I have returned the game, but got a reply today saying the same, that it was an invalid tracking number blah blah.

This is very unfair and the seller is still trading on Ebay, they shouldn't be allowed to get away with this. Their feedback shows I am not the only one to have received items in a bad condition. I can't afford to write £10.50 off, well it isn't my money, it is my 13 year old son's and I don't see why we should let this go.

Is there any way I can take this further with PayPal? I am not satisfied with their decision and feel it is a cop out to avoid refunding me.
I paid with my debit card which I registered with PayPal.
