Nokia ovi maps are free? but why i have been charged for using them.?

I thought ovi maps were suppose to be free, however when i used the sat nat in the car it had charged me a couple of pounds :S
I already have all the maps downloaded onto my handset and when i did an offline search it couldn't direct me, then when i searched online it had charged me - even though nokia claim it is free turn by turn sat nav-

Does any one have an idea where these charges have come from?
