I'm assuming this is a pre-production model as he claims he cant reveal how or where he got it.

850mhz is one of the GSM frequencies used here in the US and Canada. 1900mhz is the other. Many phones are tri-band (900/1800/1900) so most Cingular/AT&T customers wont stick with them because it lacks the other band.
