Nokia 3250 unlockable?

I have a friend coming from Saudi Arabia and it seems they have the 3250 going for a pretty decent price. However, I've looked into unlocking a 3250 but many sites say they don't provide unlocks for it while others say its available. Is the phone unlockable or no?
