Nokia 3110 not accepting mp3 files

Hi,
my Nokia 3110c is not supporint some format of mp3, I dont know why. as it is working well with some other mp3 files.
what is the difference between two different mp3 types.
How can I convert these files to proper mp3 , which are acceptable to Nokia 3110c.
I have attached a sample file with this request.

try to reformat the file using audioactive or sonic foundry. For transfer the file download mobimb from my signature
