No Text/OTASP on Flashed Kyocera Jet

I flashed a jet for a friend. The phone will not text, or *228.

When we try to *228 the phone it just restarts. Doesn't dial, just restarts.

When we try to text it won't even let us in the Text Menu. Pressing the reply, or creat buttons do nothing. As if its locked.
 
So I tryed another one. Same issues. Has anyone succesfully flashed one of these? My shop can get them DIRT cheap. $25 a phone right now. I purchased 5. Don't make me put them on E-Bay lol.

I have them in my Display case marked at $125 BNIB. If I can't get it working then this sucks.
 
there is no way that changing the PRL would cause the text messaging to stop working in the way you described. there is something going on here.
