No dial tone message pops up?

The only internet offered where I live is dial up. Whenever I try to connect to the internet a message saying no dial tone pops up. The dial tone on my phone works and the internet works on my other computer. The internet also used to work on the computer that I'm trying to get to connect now. Any ideas on what is wrong and how I can fix it?
