no courtesy letter from the DPT?

hi! if i never got a parking ticket (maybe it flew off; someone decided to be funny, i dont really know), and no courtesy letter about it in the mail, would i still have to pay the additional charges on an overdue ticket?

PS i live in san francisco, where the DPT does send out curtesy letters before the citations are due
