No Country For Old Men - rated 15 cert. ?!

Why is this film only rated with a 15 certificate yet Sweeney Todd was an 18? i know Sweeney todd did have quite a bit of blood but it wasn't really in a realistic way, where as No Country for Old Men was quite nasty in parts with shootings and such like just seems odd that it wasn't an 18 to me.
Though there wasn't much swearing, and no sex scenes.
 
I also found that really weird! When i went to see them i thought Sweeney Todd could have prob been a 15 and No Country should have maybe been an 18? It depenRAB what the criteria are for ratings though i guess.
 
I think it was the throat cutting that pushed Sweeny Todd into the 18 category (not seen it as I can't stand musicals).

I think 15 was about right for No Country... there was nothing too nasty.
