No brake fluid to rear brakes on 1992 ford Ranger with ABS?

Fluid from master cylinder to propotioning valve is normal but no fluid to rear brakes from valve. With engine off, there's normal fluid flow to rear brakes. When I start the engine, it looks like the valve shots off fluid to rear brakes because there's absolutely no pressure or fluid flow to rear brakes. Also the ABS light is ON when engine is running. I replaced the speed sensor on top of differential but made no difference. Also if I press the brake pedal and hold it while turning engine ON, the ABS light will remain OFF until I release the brake pedal....Any ideas? I sure hope somebody can help me fix this problem....

proportioning valve doesn't have a sensor anywhere close to it that I can see. However, there's an electrical plug-in wire that runs to the rear of the truck. The only sensor I can see is the speed sensor above the differential and I already replaced that. I was also told that the proportioning valve may need to be reset becasue the rear brake valve shuts off if you don't bleed the brake system correctly or if the master cylinder runs dry. It all started when I replaced all brakes, front calipers, and rear brake cylinders. Front brake works just fine but nothing to the rear.
