Nikon 65 SLR, problem with Lens 28-90mm D? How do I fix, is it broken?

it says my i have underexposure but its because the lense only is letting a little light , how do i fix it or how do i open the shutter or whatever its called? i'm a beginner at slrs. could the lens be completely broken?
how do you "lens aperture index is locked at the lenses widest opening"?
 
Make sure your lens is connected correctly and the lens aperture index is locked at the lenses widest opening.

You can always take your camera into a camera store and have them look at the lens/camera attachment and someone there should help you.

Since Nikon and Canon camera's are nearly "bullet" proof, unless you have recently dropped it from three or four feet onto a concrete floor, there should be no problem with your equipment
