Nicotine rid the garden of insects?

My husband is a heavy smoker, and he's also virtually chairbound, unable to do very little for himself. Emptying his overloaded ashtray, I stopped to wonder if dumping the ashtray in the garden would help keep the bugs away. I always heard that the spray that gardeners use on tomato worms contains nicotine.

The cigarettes he smokes have a filter on the end. Would that eventually disintegrate in the soil?
 
You don't want to get nicotine anywhere near tomatoes. They can cause serious problems for tomato plants. Nicotine can kill bugs, but even handling tomato plants after smoking can ruin the plant.
 
There is basically no nicotine in the ash. And ash is a poor fertilizer. Perhaps if you didn't spray it with chemicals, spiders could put up webs and catch the bugs. Also, if you planted flowers, it attracts bees and birds and there go more bugs. Nature does a good job on its own.
