Roach has officially insisted that the Pacquiao-Cotto fight will be at 147 not 145. Roach however adviced Pacquiao not to pass over 143 on weigh in scale and not to be over 150 on fight night so he doesnt lose his speed while Cotto is estimated to weigh 146 as always in weigh in scale and around 160+ on fight night.
However, Roach said that if Cotto pass over 147, there will be a $1 million fine for every pound he gains from the welterweight limit or the Pacquaio camp pulls out.

“Our limit for Cotto is just 147 lb [if he’s overweight],” Roach said. “There’s no fight if he weighs beyond that. Cotto will be assessed a $1-million penalty for every pound overweight.”
What does this say for Pacquaio who will now fight Cotto at 147 Pounds? Will it make a difference since Cotto never weighted 147 pounds anyways in any of his fights with Clottey, Mosley, Quintana, or Margarito. He has always weighted 146 pounds in all of these fights. Would this be an advantage or makes no difference? What does this say for Pacquiao taking such huge challenge?
No Ragdefender. They have allowed Cotto to weight the maximum of 147. But if he weighs above 147 then the penalty comes otherwise pacquiao pulls out. That is exactly from Roach's statements, the fight will be at 147 no longer 145.
