do you have to buy points at stores or can you buy them right off the wii online shit.?

You can buy them directly from the Wii shop using your remote typing in your Visa card's number

nice i know i am going to blow so much money ... buying the games on the wii. my question is that .. once you buy the game lets say your console goes to shit or for some reason .. are the games saved locally and get erased?... can you redownload it or are the games streamed?
