New $1000 tax deduction for a house?

I heard there is some new deduction this year -- something like "if you own a house, you can deduct $1000." Does anyone know what this relates to? If you could provide the page or section number in the 1040 instructions, it would be great. Thanks.
 
Line 39c. Married couples who do not itemize can deduct up to $1000 of property taxes. Singles, up to $500.
