Network sniffing? Can people on the same LAN sniff my email/chat?

If I am on a secured network (e.g. university network, with WPA or WEP security), is it possible for others on the network to sniff my email or chat messages?

Or does this only work on unsecured networks, such as a coffee shop?

Can network administrators on the university network view my chat if they had the malicious intent, even if the network was secured via WPA?
