Need verification of Fractional Uncertainty?

I've never seen fractional uncertainty in my life before but I do not how to do precision and standard deviation. I just want to confirm if this is right. So according to some researching and reading, is the fractional uncertainty just the standard deviation divided by the average mean?

For example:
Standard Deviation = 5.00 +/- 0.05 meters

Would the fractional uncertainty be: 0.05/5.00 ?
