Need to know how to plant over garden gone wild, to make food via permaculture?

Fields for neighbours, Wales. Garden gone a bit wild, but I need to plant onions, carrots etc.

Permaculture in food refers to perennial trees and bushes. It's done on a scale of fields and orchards, you could well run into problems with the neighbours if you try it in a garden.
