Pro: Streets and highways are built to facilitate people getting into fast food sellers' drive through windows. That expense ought to be paid by the people who are using the luxury of such accomodations.
PRO # 2 People going into the National Parks for recreation or enjoyment, pay to enter the facility. Going to a National Park isn't a necessary of living, thus, the users ought help pay for them. Fast Food isn't a necessary. Food is, but fast food isn't. With a modicum of planning a person can make a breakfast or lunch or go to a cafeteria and purchase a lunch. Getting it fast is a luxury.
 
Just like any other 'sin tax.' Cigarettes are taxed because they're not healthy. Fast food is generally not healthy.

The government has taken providing for health as a cause: helmet laws for motorcycles or a fine is imposed; seat belt laws, etc.

Fast food is a form of luxury. The government has often imposed luxury taxes.
