need law help ! military benefits ! 5 stars to answers?

Ok so my girlfriends father is in the army us special forces out of NC. her mother and father are divorced and she lives with mother in SC. father refuses to renew military id card sense she left him for her mother.. she cant get it renewed without him.. and he refuses to do it for her or help her in any way. She is 18 years old and out of highschool not attending college she has a medical problem and needs help how can she get on tricare again? what are her options? can she just get a civilian id card now and get medicare or some other kind of medical coverage. please help this is verry important all answers get 5 star rating thanks everyone
 
She is 18 years old, out of high school and not attending college.
Therefore she can not be called a dependent anymore. She is not entitled to a dependent ID card, nor any other military dependent benefit including Tricare and he does not have to do a thing and you can not make him.

She is also an adult in the eyes of Social Security so can not piggy back on either of her parents SS benefits, she will have to earn her own. To do that she needs to get a job. Perhaps she can get medical coverage through her job.

But not to worry. Obama is going to solve all problems and see that everyone gets medical care. So all you have to do is wait for him to fix it.
 
she can try to get a job and hire some to care for her or even u help her.
