Need help with tubular road bike tire!?

I bought a tubular road bike tire for my wheel online. I was under the impression that I was buying a 700c size tire, but when I got it in the mail it says on the box that it is a 26 inch tire. It is a road bike tire, and not a mountain bike tire (19mm width). Is this the same size? If not, what kind of wheel is this tire for?
 
Ok, your question confused me somewhat, but I will attempt an answer.

I think you have a 650 X 19.

Do not attempt to mount it on a 700 rim. It is made for a 650 rim.

If you wanted a MTB tire and got a road tire simply send it back for the correct size you need.
 
700c supposedly means it's 700mm which is technically 27.5. That however is an outdated custom so I assume the 700c can be ignored and that they're correct. Try putting them on and if they fit, you're good. :) Or get out a ruler and find out!
