Need help with serpentine belt on a dodge truck?

i have a 96 dodge dakota sport 4x4 with the v6 magnum motor. A belt broke and i replace it but after its in and i move the tensioner to tighten it up and start the truck it throws the belt. I noticed antifreeze on the bottom pulley which i am assuming by a repair manual it the crankshaft pulley. As far as i know all the pulleys are functioning normally. The other day i noticed a almost metal scraping on metal sound at low rpms but at high rpms it runs normal. I guess my question is can the belt jump off the pulleys if its to tight or do i have a pulley problem? Also if its the crankshaft pulley is it an easy fix or is it gonna be a while?

You have a bad water pump.

The coolant on the crank pulley is leaking from behind the pulley directly above it, which is the water pump. The scraping sound you heard was the water pump pulley scraping on the water pump housing, caused by a worn/loose bearing in the pump.
