Need help on ensuring that climate change does not lead to conflict?

what UN organizations should gear up and be in a state of readiness to avoid possible conflicts because of the lack of available resources?

to what extent should peace keeping troops be used to maintain peace in refugee camps?

should a plan be issued by the UN to guide governments in their humanitarian efforts to provide ample resources to their people?

should a special task force be set up to detecgt and/or deal with any imminent threat to global peace specifically related to natural disasters?

lastly,
what can the UN do to avoid terrorist actions linked to declining resources?
 
The UN does not have the resources or mandate to deal with the scope of problems from resource limitations. I think that population growth will bring the resource limitation issues to a crisis decades ahead of climate change alone. 2008 spike in food prices showed that the human population is already nearing the earth's carrying capacity with modern (unsustainable) agriculture. Without continued inputs of fertilizer and pesticides crop yields will drop. The UN cannot move non-existent resources around or create more resources.

The most humane solution would be to sterilize populations in resource poor regions after 1 child until the population declines to a number that can be supported sustainably by that region. I don't think that will happen. My money is on war, famine and pestilence.

Personally, I don't think the UN can be counted on for any of the potential problems you ask about. You think rich people have it good now? Wait until the shit hits the fan and the rich people retreat to their gated mansions. The problem with idealists is that they think they have a good idea but have no comprehension of a basic yet serious side effect: "The Law of Unintended Consequences".

That is the fatal flaw of idealists.
