Your sending unit, fuel pump, or fuel injectors are clogged. Most likely problem, fuel pump is shot, Required dropping of tank, removed sending unit and pump, replace pump, and put tank back up. (Fairly easy with a mechanically inclined family member). Second most likely, fuel injectors are clogged, buy some injector cleaner at family dollar and put into gas tank. If it's the sending unit, empty your savings. VERY EXPENSIVE TO BUY PART AND COST OF MECHANIC!!
 
Idle controller? I don't know, it could be lots of things. You could probably buy a much better car for what it's going to cost you to fix up a 17 year old Buick.
 
I have a 92 Buick Century, and it also does this, but only when I have less than a quarter tank of gas. In my case, the fuel filter in the gas tank is missing. It is cheap to buy, but a pain to replace, so when it happens to me, I put in more gas and the problem goes away.

Is the check engine light on?
More than likely the 02 sensors are gone. If you take it to an autozone they will put the analyzer on it for free as long as you buy the parts from them. Just tell them you have a person that will do it. 02 sensors are like spark plugs that screw into various places, like th exhaust manifolds etc. You have to know what is causing the light to go on as thaat is the issue. If you know anyone who can replace them then that is your route. a decent area garage will be able to give you a definate quote on the replacement. If you say you have had the car analyzed and that is the issue. If they say they need to look at it first go to another place. Search for a low price is my point. I would say 90% it is those sensers. THey are expensive but you need to replace them all or it will run horrible. Also replacement will save a lot on gas. More than likely she burns alot of fuel. Good luck
