need help for unlocking phone3gs

iam use serch button 100 time n last 3 days n this great forum. iam learn lot of thinks n this forum ,but still i have some qustions ,

i have one i phone 3gs
baseband version 15.13.04
now condition inactivemode(meens if im put sim card its not working .and only emergency call and another window with sympol of i tunes and usb cabel)
i dont know what can i do ?
iam don some small works but its not work for me

but i m get some error message
try to downgrade the phone but iam get unknown error(3194)

If you have 3.1.3 then you just need to activate the iPhone with the original sim inside, then open iTunes wait until it recognizes the iPhone and just wait around a minute to Activate the iPhone (or use oneSIM in case you can get one). Afterwards just Jailbreak it and unlock it.

If you have 4.0 on it then you can just Activate the iPhone with the method I told you before and wait patiently like we all do for the Jailbreak solution to be out and then you`ll be able to unlock it.
 
you must activate phone with original carrier sim or buy iphone active sim card that been selling in some of the forum here
