need help finding/understanding angel eye headlights 2003 pontiac sunfire?

I have searched on the internet and am unsure of what i need to purchase. I want blue angel eye headlights but are there any models that always have the neon ring on, or is that generally not a street legal option? If anyone could explain them a little better, and tell me where i could buy some or get some made, i would appreciate it, thank you
