Name of a Sega Genesis game?

I'm looking for the name of a game I used to play back in the day on my Sega Genesis. I don't remember much about it other than it was a side scrolling game and the main character had a whip. There were some enemies that could put you to sleep and make "zZz" come over your head. I remember a level when fighting a bunch of guys that looked like The Blues Brothers on a train.

Anyone know this game?
 
well whip sounds like an indiana jones game but i thinks is carmen sandiego that was a graet game for the genesis and sounds just liek it
