nail clipper selection, and average grooming costs?

i was wondering what kind of nail clipper i should use on a golden retriever puppy, and one i can use still when he's older, theres the two types the one that you put the nail in and the other is side ways like scissors, i wanted to know which one you prefer (on large breed dogs)

also grooming a golden fur cut/trim, how much would it cost (average) and when would i go or how often? could i do it myself? or is it risky without any experience.

alllsooo how often are you supposed to bath a puppy or a dog in general ?
