does anyone know if this is a permanent fix to this pencil problem? (and not having to use HandyTaskman and closing TSRAutostart.exe every single time?)

No, tsr will be there everytime you start garmin and close it, so you will have to kill it (using handytaskman or some other task manager which lets you kill individual processes).
Deleting those files ensures that tsr won't keep respawning even when you don't start garmin.
Handy Taskman can't do it...and yes Best Taskman doesn't even start on my N82...my solution to this was using Y-Tasks as someone suggested earlier. You will need to install the plug-in which is unsigned to be able to kill processes.
You dont need this workaround anymore, all you have to do if you have the N82 (and any other nokia compatible device which has no pen key) is to upgrade to a newer version of Garmin Mobile XT for Symbian S60 software version 4.10.80 as of March 12, 2008 from here below (just download and install using USB -overwrite previous files)

do the following : using x-plore or anyother file system explorer tool:
goto the following directory: E:\\GARMIN\APPS\RES\
And locate GarminMobileXT.sis and open it to reinstall
so,.. i have till now used versions 5.00.00 and 5.00.10 on my ex-phone - e51 and on my actual phone, n82, and that process starts, and the pencil key - # is stii not working correct in x-plore...
