I am actually having the same problem. I followed the steps that you have identified and it still plays the "T-jingle" ringtone. I just purchased my pearl 3 days ago and it has the latest software. Someone help please??
It seems that this is much more of a problem that some might have thought. I think we need to get "t-mobile" and "blackberry" to look into this problem. Unless anyone has any other suggestions on how to resolve this. Personalized ring tones in this day and age should not be that complicated.
My girlfriend and I both had the same problem with our pearls and I found that a hard reset did the trick on both phones. Try pulling the battery woyg it on. Hope this helps.

I tried pulling the battery out and doing the hard reset and nothing has worked. Is anyone having this same problem. Maybe it is a problem with T-Mobile and not with the blackberry phone?? Any suggestions?
I've been looking everywhere for an answer on this... Both my phone, and my wifes are doing the same thing. I've changed the ringtones everyplace I could, and set up the exceptions- but no luck. Any other suggestions?
I just put in a 1GB MicroSD card, transferred all my stuff to it (pics, mp3s, etc), and it magically worked. I had tried different OS's, pulling the battery, voodoo, all with no luck; but the new card worked swell! FYI...
