My XB360 console is flashing the green lights ....?

When using the system, the console lights are flashing between controller 1 and 2, yet I am only using 1 controller....

What does this mean and how do I stop it? I am using the RECHARGEABLE BATTERY PACKS so it is not a DEAD BATTERY issue...at least I think it's not....
