My wd smartware external hard drive wont work, the light up front keeps flashing.?

as soon as i plug it into any usb on any computer or laptop it wont read it just flashes. ive tried reseting it, unplugging restarting the laptop and nothing works i cant even access it to format it.
it doesnt read!
how do i fix?
