My troy built mower won't start and I am not mechanically inclined?

I was given a used troy built last year. I bought it a new battery and it always turned on fine but the blade belt kept breaking and the blade's would not disengage. It sat outside under a tarp over the winter. Now it wont' start. I just took it in and got the belt fixed and now it will disengage...but it won't start.

I have charged the battery and it has a little gas. When i turn the key the "in park light" lights up...so I know some electricity is getting through, but nothing else happens. It doesn't try to turn over, no clicks or whines or anything. Are there some basic checks that I should do to help narrow down what the problem possibilities could be?
 
Remove the spark plug and clean the tip that goes into the engine. Odds are good that it'll be black.

Clean it with a wire brush or some thing abrasive (I use my bench grinder wheel).

Be carefuly not to apply too much pressure as you don't want to mess with the gap (the spance between the tip and the plug).

Screw it back in and fire up the mower.
