My Toyota Highlande will not start....disconnected battery, and hooked up a new...

...one, and horn wont go off?? Its a 2001 Toyota Highlander...it would not start...figured it was the battery, so switched batterys and horn would start honking and not go off, so I removed the fuse for the horn. Car still will not start with new battery. Has 1/4 tank of gas....Whats going on? Thanks.

You have set the alarm off. You will need to turn the alarm off before you can do anything else. If you don't have the alarm fob, then have it towed to the dealer so they can go through the special procedure that will turn it off.
