My tail lights wont turn off in my 1994 honda civic, please help!! :)?

im 16 years old and can get my license once i fix my car and im having problems with the tail lights

First of all, my tail lights are permanently on
Ok, so i went into the car and went into the fuse box, i took out the tail light charge and the tail lights were still on, i decided to replace the charge with a back up to see if that would help, it didn't

I then took out all the charges one by one to see if i was pulling the wrong one and they still didn't turn off.
Right now i have just unplugged the battery to the car because i dont want to run out the battery.

I am not sure what i am supposed to do, i heard about something with taking off the steering wheel or something but i am not sure if i want to start on that quite yet and turns out that thats not the right thing to do...If anyone can help with this problem, it would be much appreciated...thanks :)
 
They are the brake lights right? You can tell by looking at the "third" light in the middle. If it's on, then you've got a brake light problem. I had the same proble with my honda accord. The fix is really easy. There is a plastic tab on the brake pedal arm which depresses a switch when the pedal is at rest. Then when you push down the brake pedal, the tab releases the switch and the brake lights come on. Since the plastic tab broke off, the switch is not depressed and therefore acts as if you are pressing the brake pedal all the time. Get some duct tape and 7 pennies. Crawl under your dash and tape them to the brake pedal arm so they push the brake light switch in and still release it when you mash down on the brakes. Check your work afterwards with a friend to make sure your brake lights still work!!!
